Document Number: IARPA-RFP-23-03.
Request For Proposal (RFP): Mars Autonomous Rover System Artificial Intelligence Technology Trials (MARSAITT).
The Intelligence Advanced Research Projects Activity (IARPA) will conclude its current robotics competition with a working session in Antarctica, here named CHALLENGE THREE (C3). Performance area will be staged in Marie Byrd Land near the Crary Mountains, with precise location to be determined no less than seven days before deployment. If weather or other environmental factors make deployment infeasible after site selection, the ranking official on site will be empowered to relocate all participants to the nearest safe zone..
Participating teams can expect to encounter obstacles similar to those in previous challenges C1 and C2, including but not limited to: unpredictable communication delays and disruptions; inability to send command signals to remote systems; and unknown composition of raw materials in target area. In addition, during C3 teams should anticipate extreme low temperatures, variable winds, and possible atmospheric interference with radio transmissions. See Appendix A for a complete list of local environmental considerations..
The primary goal for C3 will be for each Autonomous Rover System (ARS) to select a site within the designated target area to be the location of an underground human habitat base and then excavate an appropriate subterranean area. See Appendices B, C, D, E, and F for detailed specifications. The time limit for this task will be twelve hours, and partial credit will be awarded based on what each team has constructed during the allotted time. Points will be deducted for excessive environmental disruption, per Appendix G..
All teams will be provided with military air transportation from the USAF base nearest their home facility to Byrd Station in Antarctica, and then via local ground vehicles from Byrd to the selected performance area. Strict personnel and equipment weight limits as detailed in Appendix G will be enforced for travel. No private vehicles will be allowed in the performance area or corresponding airspace during C3 preparation and deployment..

Hello again, tech fans! Okay, don’t worry, this hasn’t turned into C-SPAN 4, I just wanted to make sure all of you had a good overview of what’s supposed to happen in Antarctica. I’ll spare you the rest of that briefing document, which is full of numbers and charts..
We are now . . . let’s see . . . maybe a third of the way through our 18-plus-hours-long flight to the bottom of the world, and my guess is that enough people are zonked out by now that I can risk poking my head, and maybe a camera drone, out of this cargo box I’ve been hiding in..
And, yeah, for the lawyers, technically I am “stowing away” on this aircraft, but I do have express legal permission from one of the official participants to be here! How did I manage that? Well, it’s a bit of a funny story . . . .
Cameron hadn’t been quite sure about either the legality or the etiquette of letting someone else into Noor’s apartment while she was away. From a practical standpoint, though, it felt marginally less awkward to let Hiro in than to try to make him go away. Besides, there was all this food that Cam certainly wasn’t going to eat on their own, and it seemed a shame for it to go to waste..
Hiro exclaimed with delight each time he sampled a new dish. “Oh, wow, what is going on with these almonds? They’re amazing!”.
“I’ll relay your compliments to the chef,” Cameron said, sipping at their cup of now-lukewarm coffee..
Hiro nodded. “So this isn’t your place. I didn’t think so.”.
Cameron put down their cup. “Are we on the record?” Hiro wasn’t wearing his live-streaming rig, but Cam suspected he was never without some kind of recording device..
Hiro shook his head. “Not if you don’t want to be.” He removed his eyeglasses and turned them in a slow circle for Cameron to inspect before putting them back on. “See? No cameras. No recording. I just wanted to talk to you. Hope that’s okay.”.
Cameron shrugged. “Conversation’s okay. You following me around all night . . . less okay.”.
Hiro coughed and stopped eating. “Just to be clear, ‘all night’ is not entirely accurate. I did stay at the Moonshot for a while. Some people from both companies stuck around, and I was trying to get all sides of the story.”.
“I didn’t tell anyone where I was going,” Cameron said....
